Owen, as he was commonly known, enlisted in the AIF on 25 July 1916 at Cootamundra. He was given the Service No. 6714 and initially assigned to B Coy., 2nd Battalion as a Private. He was a Timber Clerk when he signed up, married and he listed his wife Lena Kathleen Chilcott as his next of kin. Her address was Farm 600, Leeton, NSW (originally it read Yanco, but this was changed to Leeton).

Owen was described as 5 feet f 1/2 inches tall, chest 32-35 inches, with a fair complexion, brown eyes and dark brown hair. Religion, Church of England.

He undertook training at Liverpool and by the 17 November he was with the 22nd Reinforcements, 14th Battalion and he boarded the Port Napier and left Sydney, arriving in Devonport, England on 29 January 1917. More training was undertaken with the 4th Training Battalion at Codford, England, but within a month of landing he was admitted to hospital with Influenza, spending two weeks being treated.

By 5 April 1917 he was on his way to France with his unit. By 5 July Owen was in Belgium where he was wounded in action suffering a gunshot wound to the right wrist (later described as a shell wound to wrist and arm). on 21 July he was evacuated to England and admitted to the Royal Victoria Hospital for treatment. His injury was deemed serious enough for him to be returned to Australia on the A32 Thermistocles in early November, arriving in Sydney on 3 January 1918. On 2 July 1918 Owen was discharged from the AIF as medically unfit owing to his injuries.

Private Henry Charles Owen Chilcott was the recipient of the British War Medal No. 64454 and the Victory Medal No. 62197.

Correspondence in his military service files indicate that before and after the War he was employed by the Water Conservation and Irrigation Commission.
